Use folders to create levels of organization such as

Level_0=reference
:Level_1=HP
::Level_2=ProLiant
:::Level_3=DL580
::::Level_4=G3

and that’s where the PDF “HP ProLiant DL580 G3 Server Maintenance and Service Guide.pdf” would get stored. Down the road a bit, this document can easily be either searched for or browsed to by using this logical organization trick.
